Affidavit: Former police chief forced victim to have sex after offering to help her regain custody of children

ROSEBUD, TX (KXXV) -

The former Rosebud Police Chief was arrested by Texas Rangers and the Falls County Sheriff's Office overnight on a second-degree felony sexual assault charge, Falls County officials said. 

According to the arrest affidavit, Texas Rangers began investigating 39-year-old Quincy Deon Lee in June of 2017.

They spoke to a victim who said Lee would force her to have sex with him in exchange for keeping her out of trouble for drinking while on probation. Lee knew she was on probation and would catch her while she was under the influence of alcohol, the victim said. 

The victim said it started in September of 2014 and continued through 2015. She said they had sex three to four times over a six month period.

She told Texas Rangers that Lee would say "If you do this, I'll do this."

The affidavit also said Lee told the victim he would help her regain custody of her children from CPS if she had sex with him, but he never did. 

The victim said the assaults happened in Lee's office at the police station while he was on duty when they were the only people in the building.

In August, Lee resigned after a complaint was submitted against him by an officer on the all-male police force. He had been with the department for almost five years. 

Through the Texas Department of Public Safety's website, Central Texas News Now also found out that Lee is a stakeholder for Executive Elite Security Protection Service. It said it's a company that offers guards and private investigators.

The company's number was called to find out Lee's connection to it, but the woman who answered said he was out of the state and didn't provide any additional information. 

Lee has been released on a $20,000 bond.

The Rosebud Municipal Court Clerk said a new police chief was hired in November. He along with an additional officer make up the Rosebud Police Department. 

Rosebud City Administrator Keith Whitfield chose not to comment on the arrest. New Rosebud Police Chief Jack Hensley also chose not to comment.
