SOUTHWEST LOUISIANA (KPLC) -
Authorities have made 13 additional arrests in connection with Operation 27.

Arrested were:

Lacreasia Payne, 39, Iowa: Charged with four counts of conspiracy/possession of CDS II (Cocaine) with intent to distribute and one count of conspiracy/distribution of CDS IV (Alprazolam). Bond: $700,000.

Elizabeth Harris, 51, Lake Charles: Charged with two counts of conspiracy/distribution of CDS V (Promethazine). Harris was released on a $10,000 bond.

William Devillier, 35, Lake Charles: Charged with one count of conspiracy/possession of CDS II (cocaine) with intent to distribute. Bond: $150,000.

Sharella Hale, 41, Lake Charles: Charged with one count of conspiracy/possession of CDS II (cocaine) with intent to distribute and one count of conspiracy/distribution of CDS V (Promethazine). Bond: $200,000.

Elton Fisher Brown, 34, Lake Charles: Charged with one count of conspiracy/manufacturing of CDS II (Crack Cocaine) and two counts of distribution of CDS II (Cocaine). Bond: $400,000.

• Rodrick Antoine, 32, Lake Charles: Charged with two counts of conspiracy/distribution of CDS V (Promethazine) and one count of conspiracy/distribution of CDS II (Cocaine). Bond: $780,000.

Marcus Rankins, 35, Lake Charles: Charged with on count of conspiracy/distribution of CDS II (Cocaine). Bond: $150,000.

• Jessie Bushnell, 33, Lake Charles: Charged with one count of conspiracy/possession of CDS II (Cocaine) with intent to distribute. Bond: $150,000.

Jamar Thomas, 36, Lake Charles: Charged with two counts of conspiracy/distribution of CDS II (Cocaine). Bond: $250,000.

Christopher Chatman, 31, Lake Charles: Charged with one count of conspiracy/possession of CDS II (Cocaine) with intent to distribute. Bond: $150,000.

Paul Guillott, 33, Lake Charles: Charged with one count of conspiracy/possession of CDS II (Cocaine) with intent to distribute. Bond: $150,000.

Rawlyn Antoine, 36, Lake Charles: Charged with one count of conspiracy/distribution of CDS V (Promethazine), two counts of conspiracy/distribution of CDS I (Marijuana) and one count of conspiracy/distribution of CSD IV (Alprazolam). Bond: $400,000.

Tyrone Thomas, 39, Lake Charles: Charged with eight counts of conspiracy/possession of CDS II (Cocaine) with intent to distribute. Bond: $1,200,000. 


Authorities also indicted several individuals, including the following: 

Ranferi Nunez-Sanchez, 32: Charged with two counts of conspiracy to distribute CDS II (cocaine).

Luis Arnoldo Rodriguez, 46: Charged with conspiracy to distribute CDS II (cocaine).

Omar Sanchez Ortuno, 21: Charged with conspiracy to distribute CDS II (cocaine).

Venancio Ortuno, 29: Charged with conspiracy to distribute CDS II (cocaine).

Hayward Gerard Lecompte, 39: Charged with possession of CDS II (cocaine) over 400 grams, conspiracy to possess CDS II over 400 grams, two counts of distribution of CDS II (cocaine), 14 counts of conspiracy to distribute CDS II (cocaine), three counts of conspiracy to possess with the intent to distribute CDS II (cocaine) and four counts of conspiracy to manufacture CDS II (crack cocaine).

Norvell Keith Harris, 36,: Charged with 159 counts of conspiracy to distribute CDS II (cocaine), 9 counts of conspiracy to possess with the intent to distribute CDS II (cocaine), 13 counts of conspiracy to manufacture CDS II (cocaine), possession with intent to distribute CDS II (cocaine), possession of CDS II (cocaine) over 400 grams, possession of a firearm by a convicted felon, possession of a stolen firearm and three counts of cruelty to juveniles.

Herbert Allen Slydell, 45: Charged with two counts of conspiracy to distribute CDS II (cocaine), possession of CDS II (cocaine) over 400 grams, conspiracy to possess CDS II over 400 grams, distribution of CDS II (cocaine) and conspiracy to manufacture CDS II (cocaine).

David Lee Moss Jr., 24: Charged with conspiracy to distribute CDS II (cocaine) and conspiracy to manufacture CDS II (cocaine).



Participating agencies included the Calcasieu Parish Sheriff's Office Combined Anti-Drug Task Force, the Louisiana State Police Bureau of Investigations, the Lake Charles Police Department, ICE Homeland Security Investigations, the Drug Enforcement Administration and the Calcasieu Parish District Attorney's Office.
