SWLA voters head to polls for May 3 election

Southwest Louisiana voters will head to the polls Saturday from 7 a.m. to 8 p.m. to decide on a number of races and tax propositions.

Here's a look at what's on the ballot:

Calcasieu Parish

• Sulphur Mayor: (Run-off, ONE TO BE ELECTED)

Christopher "Chris" Duncan (R), Ronald "Ron" Leleux (D).

• Councilman District 4 for the City of Sulphur: (ONE TO BE ELECTED)

Joseph "Randy" Favre Jr. (R), Jeremy Grant (R).

City of Lake Charles Proposition No. 1, 1 percent sales tax renewal: (YES or NO)

Shall the City of Lake Charles, Louisiana (the "City"), under authority of La. R.S. 47:338.1, et seq., be authorized to continue to levy and collect within the City for twenty-five (25) years from March 1, 2015, a tax of one percent (1%) ("Tax"), with collections from the tax estimated to be $21,332,400 for one entire year, upon the sale at retail, the use, lease or rental, consumption and storage for use or consumption of tangible personal property, and upon sale of services as defined in R.S. 47:301 to 47:317, inclusive, with proceeds of the Tax dedicated and used to construct, acquire, operate and maintain paving, resurfacing, street improvements, bridges, street lighting facilities; construct, purchase and maintain fire department stations and equipment, garbage disposal and health and sanitation facilities and equipment, public buildings, parks and recreation facilities, sewer and sewer disposal works, improvements to the lakefront, title to which shall be in the public; and for operating and maintaining fire, police, health and sanitation, recreation, public works, and other departments of the City, or for any one or more of said purposes, in addition to any fees levied for public utility purposes?

City of Lake Charles Proposition No. 2, .25 percent sales tax renewal: (YES or NO)

Shall the City of Lake Charles, Louisiana (the "City"), under authority of La. R.S. 47:338.1, et seq., be authorized to continue to levy and collect within the City a tax of one-quarter percent (1/4%), with collections from the tax estimated to be $5,333,100 for one entire year, upon the sale, at retail, the use, the lease or rental, the consumption and the storage for use or consumption of tangible personal property, and upon the sale of services as defined in LA R.S. 47:301, et seq., inclusive, for a period of ten (10) years beginning April 1, 2015, with the proceeds of such tax to be dedicated and used for the purpose of maintaining the salaries and benefits of employees of the City, including, but not limited to the Police Department, Fire Department, and Public Works Department?

Gravity Drainage Dist. No. 9, Ward 2 proposition, 14.6 mills special tax: (YES or NO)

Shall the Gravity Drainage District No. 9, Ward 2, ("Drainage District") Parish of Calcasieu, State of Louisiana, renew, levy and collect a special tax of fourteen and six tenths (14.6) mills, on all property subject to taxation in Gravity Drainage District No. 9, Ward 2, State of Louisiana, for a period of ten (10) years, beginning on January 1, 2015, for the purpose of maintenance and operation of the said Drainage District and in the event the proposition carries, for authority to renew, levy and collect the special tax provided for in the proposition? The District estimates that it will collect $278,915.00 from the levy of the tax in the year 2015.

Calcasieu Parish School Board parishwide proposition, 3.5 maintenance millage renewal: (YES or NO)

Shall the Parish School Board of the Parish of Calcasieu, State of Louisiana, under the provisions of Article 8, Section 13(C)(Third) of the Constitution of 1974 of the State of Louisiana, La. R.S. 39:701, et seq., and other constitutional and statutory authority supplemental thereto, continue to levy and collect each year for a period of ten years beginning January 1, 2015, a special tax of 3.50 mills on the dollar of all property subject to taxation in the Parish of Calcasieu, Louisiana, with collections from the levy of the tax estimated to be $5,916,000 for one entire year for the purpose of providing additional support for maintenance and operation of the public schools of Calcasieu Parish?

Calcasieu Parish School Board parishwide proposition, .05 percent sales tax renewal: (YES or NO)

Shall the Calcasieu Parish School Board, Calcasieu Parish, Louisiana, under the provisions of Article 6, Section 29 of the Constitution of 1974 of the State of Louisiana, La. R.S. 47:338.54, and other constitutional and statutory authority supplemental thereto, extend for a period of ten years beginning October 1, 2015, and be authorized to continue to levy and collect, and adopt an ordinance providing for such levy and collection, a tax of one-half of one percent (1/2 of 1%), with collections from the tax estimated to be $22,570,000 for one entire year, currently being collected upon the sale at retail, the use, the lease or rental, the consumption and storage for use or consumption of tangible personal property and on sales of services in Calcasieu Parish, Louisiana, all presently or hereafter defined in La. R.S. 47:301 through La. R.S. 47:317, with the proceeds of the tax to be dedicated exclusively for supplementing the salaries of teachers and other employees of the Calcasieu Parish School Board?

Recreational District No. 1 of Ward 3 Proposition No. 1, bond: (YES or NO)

Shall Recreation District No. One of Ward Three of Calcasieu Parish, Louisiana, incur debt and issue bonds in an amount not exceeding $16,000,000 for a period not to exceed ten (10) years from the date thereof, with interest at a rate not exceeding eight (8%) percent per annum, for the purpose of establishing, acquiring, constructing, improving, extending and maintaining within said District the recreational facilities for the benefit of all its citizens, with all necessary equipment and installations in connection therewith, title to which shall be in the public, which said bonds shall be retired with, paid from and secured by ad valorem taxes on all taxable property within the limits of Recreation District No. One of Ward Three of Calcasieu Parish, Louisiana, sufficient in rate and amount to pay said bonds in principal and interest, with the estimated millage rate to be 3.30 mills in the first year of issue?

Recreational District No. 1 of Ward 3 Proposition No. 2, 5.5 maintenance millage: (YES or NO)

Shall Recreation District No. One of Ward Three of Calcasieu Parish, Louisiana, levy and collect a tax of 5.50 mills for a period of ten (10) years beginning in 2015, in excess of and in addition to other taxes levied by the District, with collections from the levy of the tax estimated to be $3,283,517 for one entire year, for the purpose of maintaining and operating recreation facilities, including both movable and immovable property, owned or used by the District, title to which shall be in the public?

Waterworks District No. 8 of Wards 3 and 8, 6.24 mills special tax: (YES or NO)

Shall Waterworks District No. 8 of Wards 3 and 8 of Calcasieu Parish, Louisiana (the "District") renew, levy and collect a special tax of six and twenty-four one-hundredths (6.24) mills on the dollar of assessed valuation on all property subject to taxation in the District, annually for the period of ten (10) years, beginning with the year 2015 and ending with the year 2024, for the purpose of acquiring, constructing, improving, maintaining, or operating the District's waterworks system, a work of public improvement within said District? The District estimates that it will collect $118,026.00 from the levy of the tax in the year 2015.

 

Cameron Parish

Fire Protection District No. 1 proposition, 5 mills tax renewal: (YES or NO)

Shall Cameron Fire Protection District No. 1 of Cameron Parish, Louisiana, be authorized to renew a levied tax of 5.00 mills on the dollar of assessed valuation on all property subject to taxation in said District, for a period of ten (10) years, commencing with the year 2015 and ending with the year 2024, with collections from the levy of the tax estimated to be $162,900 for one entire year, for the purpose of operating and maintaining the District's fire protection facilities for fire protection purposes within the District?

Gravity Drainage District No. 9 proposition, 4.5 mills tax renewal: (YES or NO)

Shall Gravity Drainage District No. 9 of Cameron Parish, Louisiana, be authorized to renew a levied tax of 4.50 mills on the dollar of assessed valuation on all property subject to taxation in said District, for a period of ten (10) years, commencing with the year 2015 and ending with the year 2024, with collections from the levy of the tax estimated to be $216,800 for one entire year, for the purpose of constructing, operating and maintaining the district's drainage systems within and for said District?

Hackberry Fire Protection District No. 1 proposition, 4.71 mills tax renewal: (YES or NO)

Shall Hackberry Fire Protection District No. 1 of Cameron Parish, Louisiana, be authorized to renew a levied tax of 4.71 mills on the dollar of assessed valuation on all property subject to taxation in said District, for a period of ten (10) years, commencing with the year 2015 and ending with the year 2024, with collections from the levy of the tax estimated to be $191,500 for one entire year, for the purpose of operating and maintaining the District's fire protection facilities, and paying the cost of obtaining water for fire protection purposes, including charges for fire hydrant rentals and service within the District?

Parishwide Consolidated Garbage District No. 1 proposition, 7.86 mills tax renewal: (YES or NO)

Shall Consolidated Garbage District No. One of the Parish of Cameron, Louisiana, be authorized to renew a levied tax of 7.86 mills on the dollar of assessed valuation on all property subject to taxation in said District, for a period of ten (10) years, commencing with the year 2015 and ending with the year 2024, with collections from the levy of the tax estimated to be $2,099,000 for one entire year, for the purpose of providing and maintaining garbage collection and disposal services in said District?

Waterworks District No. 7, 6.68 mills tax renewal: (YES or NO)

Shall Waterworks District No. 7 of Cameron Parish, Louisiana, be authorized to renew a levied tax of 6.68 mills on the dollar of assessed valuation on all property subject to taxation in said District, for a period of ten (10) years, commencing with the year 2015 and ending with the year 2024, with collections from the levy of the tax estimated to be $111,690 for one entire year, for the purpose of operating and maintaining the district's water systems within and for said District?

 

Beauregard Parish

Fire Protection District No. 2 proposition, 6.81 millage continuation: (YES or NO)

Shall Fire Protection District No. 2 of the Parish of Beauregard, State of Louisiana (the "District''), be authorized to continue to levy a special tax of six and eighty-one hundredths (6.81) mills on all property subject to taxation in the District (an estimated $374,550 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2015 and ending with the year 2024, for the purpose of constructing, acquiring, improving, maintaining and operating fire protection facilities in the District and paying the cost of obtaining water for fire protection purposes, including charges for fire hydrant rentals and service, said millage to represent a sixty-seven hundredths (.67) increase over the 6.14 mills tax authorized to be levied through the year 2014 pursuant to an election held on September 18, 2004?

 

Vernon Parish

 • Councilman District 1 for the City of Leesville: (ONE TO BE ELECTED)

Jefferson Davis Parish

 Parishwide Police Jury proposition, .05 percent sales tax: (YES or NO)

Shall the Jefferson Davis Parish Police Jury under the provisions of Article 6, Section 29 of the Constitution of 1974 of the State of Louisiana, and La. R.S. 47:338.54, and other constitutional and statutory authority supplemental thereto, levy and collect for a period of ten years beginning July 1, 2014, a tax of one-half percent (1/2%), with collections from the tax estimated to be $2,100,000 for one entire year, upon the sale at retail, the use, the lease or rental, the consumption and storage for use or consumption of tangible personal property and on sales of services in Jefferson Davis Parish, Louisiana, all presently or hereafter defined in La. R.S.47:301 through La. R.S. 47:317, with the proceeds of the tax to be dedicated exclusively (after paying reasonable and necessary expenses of collection and administration) for maintaining and operating jail facilities, including both movable and immovable property, owned or used by the Police Jury?

 

Allen Parish

 Parishwide School District, 5.15 mills tax continuation: (YES or NO)

Shall Allen Parish School District of the Parish of Allen, State of Louisiana (the "District"), be authorized to continue to levy a special tax of five and fifteen hundredths (5.15) mills on all the property subject to taxation within the District (an estimated $438,600 expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2015 and ending with the year 2024, for the purpose of giving additional support to the public elementary and secondary schools in the District, said millage to represent a two hundredths of a mill (.02) increase over the 5.13 mills tax authorized to be levied through the year 2014 pursuant to an election held on July 16, 2005?

School District No. 3 proposition, 7.74 mills tax continuation: (YES or NO)

Shall School District No. 3 of the Parish of Allen, State of Louisiana (the "District"), be authorized to continue to levy a special tax of seven and seventy-four hundredths (7.74) mills on all the property subject to taxation within the District (an estimated $93,300 expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2015 and ending with the year 2024, for the purpose of constructing, improving, operating and maintaining school facilities in and for the District, said millage to represent a fifty-four hundredths of a mill (.54) increase over the 7.20 mills tax authorized to be levied through the year 2014 pursuant to an election held on January 15, 2005?

School District No. 4-A proposition, 23.62 mills tax continuation: (YES or NO)

Shall School District No. 4-A of the Parish of Allen, State of Louisiana (the "District"), be authorized to continue to levy a special tax of twenty-three and sixty-two hundredths (23.62) mills on all the property subject to taxation within the District (an estimated $111,400 expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2015 and ending with the year 2024, for the purpose of constructing, improving, operating and maintaining school facilities in and for the District, said millage to represent a three and eighty-eight hundredths mills (3.88) increase over the 19.74 mills tax authorized to be levied through the year 2014 pursuant to an election held on January 15, 2005?

 

Acadia Parish

• City of Eunice proposition, 1 percent sales tax rededication: (YES or NO)

Shall the City of Eunice, State of Louisiana (the "City"), be authorized to rededicate the proceeds received or to be received from the levy and collection of a one percent (1%) sales and use tax (the "Tax") previously authorized at elections held on May 22, 1962 and February 28, 1967 (the "Elections") (an estimated $2,000,000 reasonably expected at this time to be collected from the levy of the Tax for an entire year), so that in addition to the purposes previously approved at the Elections, not more than 10% of such proceeds may be used in each fiscal year for general municipal purposes in the event that unbudgeted emergency expenses are incurred by the City of Eunice in that year?

Parishwide Library proposition, 4.25 mills tax renewal: (YES or NO)

Shall the Parish of Acadia, State of Louisiana (the "Parish"), continue to levy a four and twenty-five hundredths (4.25) mills tax on all the property subject to taxation (an estimated $1,618,000 expected at this time to be collected from the levy of the tax for an entire year) within the Parish for a period of ten (10) years, beginning with the year 2015 and ending with the year 2024, for the purpose of improving, maintaining and operating public libraries for the Parish?

Parishwide Senior Citizen Programs proposition, 1.5 mills tax renewal: (YES or NO)

Shall the Parish of Acadia, State of Louisiana (the "Parish"), continue to levy a one and one-half (1-1/2) mills tax on all the property subject to taxation (an estimated $580,000 expected at this time to be collected from the levy of the tax for an entire year) in the Parish for a period of ten (10) years, beginning with the year 2015 and ending with the year 2024, for the purpose of providing funds for services to the elderly, including the establishment and maintenance of centers for senior citizens?
