    They're off and running. Qualifying for the November 4 election opened in Baton Rouge, for U.S. Senate, Representative and other offices including Third Circuit Court of Appeal. RICHLAND, MS (Mississippi News Now) -

Some Richland business owners are using sand bags to try and keep water out of their stores.

Old Highway 49 is already underwater, and if things get much worse, the water will be in businesses along the roadway.

The NAPA Auto Parts Store is about 1-mile north of the Police Department. They have between 50 and 100 sandbags on hand and hope that will be enough.
