Bond denied for sex offender accused of holding woman captive for 3 months

A 52-year-old convicted sex offender was ordered to stay in jail Wednesday afternoon after being arrested on charges that he held a woman captive at his home for three months and sexually assaulted her multiple times a day.

Paul Thomas Rawl, Jr., of Pelion, was denied bond Wednesday afternoon during a hearing at the Lexington County Detention Center.

Lexington County Sheriff James R. Metts said detectives on Tuesday arrested Rawl on arrest warrants on charges of first-degree criminal sexual conduct, criminal domestic violence of a high and aggravated nature and kidnapping.

An arrest warrant alleges that between July 1 and October 14, Rawl used aggravated force to accomplish sexual battery as many as nine times daily on the 52-year-old woman, who lived with Rawl as his girlfriend, Metts said.

"They broke up and they recently got back together," said Metts. "This time things weren't the same. he kidnapped her, in essence, kept her in the home and wouldn't let her leave."

Rawl sexually assaulted the woman after forcing her every night to swallow a Xanax pill, which is a prescription medication that physicians generally prescribe for anxiety disorders and panic disorders, the sheriff said.

In addition, Rawl sexually assaulted the woman after hitting her with his hands and fists and pointing a loaded bow and arrow in her face, telling her that he was going to kill her, Metts said.

The warrant alleges that Rawl physically assaulted the woman in such a manner that the she feared imminent bodily injury or death, Metts said. Rawl hit the woman with his hands and fists and shoved the woman's head into a wall, creating a hole in the wall, according to the sheriff.

Rawl is also accused of placing a dresser in front of a bedroom door at his home every night in order to ensure she remained confined in the bedroom and could not escape from his residence, Metts said.

Rawl forced the woman to swallow Xanax every night so that she would be physically incapable of escaping from his home, the sheriff said. In addition, Rawl placed a recording device in the bedroom where the woman was confined so that he would be alerted if she made any physical movements to try to escape from his home, the sheriff said.

Metts said Rawl also programmed the burglar alarm system at the home so that he would be alerted if any door was opened during the night.

In addition, an arrest warrant alleges that Rawl confined the woman to his home when he was not there and did not allow her to have a telephone, Metts said.

The victim reported the physical abuse and sexual abuse to the sheriff's department on Tuesday morning after she persuaded Rawl to take her to a medical office in Pelion for a physical examination, Metts said. Rawl allegedly forced the woman to perform a sexual act on him Tuesday before he agreed to take her a doctor, Metts said.

"[He] kept her under his control the entire time she was there until she finally convinced him to let her go to a doctor because he had beaten her pretty brutally," said Metts. "When they went in, they wouldn't let him go in the examination room. So, she was able to tell the nurses and doctors what was going on."

"If she hadn't have found a way to talk him into taking her to the doctor, and away to get away from him there, there's no telling how long this would have gone on, or the extent it would have gone on to," Metts said.

Detectives began investigating the incidents on Tuesday and arrested Rawl that afternoon, Metts said. Rawl was booked at the Lexington County Detention Center at 4:57 p.m. on Tuesday after detectives interviewed him and the victim.

Under South Carolina law, Rawl is required to register with the sheriff's department as a convicted sex offender because he was convicted on August 21, 2000 of criminal sexual conduct with a minor, Metts said. The victim in that case was a 12-year-old girl, the sheriff said.

Rawl remains incarcerated. His next court date is scheduled for December 19.
