DURHAM, N.C. (AP) - Vice President Joe Biden says Republicans Mitt Romney and Paul Ryan are decent men, but that they have fundamentally different values from him and President Barack Obama.

Speaking at a rally in Durham, N.C., Biden said the differences between the Democratic and Republican tickets are stark on issues from taxes to education to spending. Biden mocked those who say Ryan's budget plan, adopted only by the Republican-controlled House, was a bold attempt to fix the country's fiscal problems.

Asked Biden: "What's gutsy about giving millionaires and billionaires tax breaks? What's gutsy about gutting Medicaid and Medicare?"

In keeping with tradition as No. 2 on the Democratic ticket, Biden criticized his GOP counterpart, saying Ryan wants to privatize Social Security. Biden called that plan "irresponsible."
