Change in leadership at FEMA for 5 states

New Orleans, La (AP) - The overseer of the Federal Emergency Management Agency's operations in Louisiana, Arkansas, Oklahoma, New Mexico and Texas is getting a new post.
The agency says Tony Russell will become superintendent of FEMA's Emergency Management Institute in Maryland, on May 6.
He's been Region 6 administrator for FEMA since December 2009.
Tony Robinson will assume the duties of acting regional administrator for the five-state area.
