Police arrest sex offender for failure to register

The Lake Charles Police Department arrested Earl Joseph Bellard, Jr., 39, for failure to register as a sex offender and for not having a sex offender identification.

In 1993, Bellard was convicted of simple rape and released in September 2009. Bellard was assigned by the State of Louisiana as a tier 3 sex offender and must register as one with the Lake Charles Police Department for the rest of his life.

Authorities said Bellard has been avoiding his legal responsibility to register as a sex offender since September 2010 and has not registered with the Lake Charles Police Department.

Bellard's bond was set at $103,000.00.

The states highest court is now reversing their decision from yesterday to put the trial on hold. Prosecutors recently dismissed a motion aimed at allowing the jury to hear about Daigle's misdemeanor crimes during the trial. A spokesperson for the DA's office says they withdrew the motion to help expedite the process, not because the motion was without merit.
