Lake Charles man arrested on rape, kidnapping charges

LAKE CHARLES, LA (KPLC) - A Lake Charles man has been arrested on rape charges after an investigation by the Calcasieu Parish Sheriff's Office.

On Thursday, December 2, the Calcasieu Parish Sheriff's Office responded to a 911 call where a woman said she had been raped.

The investigation revealed the woman was walking to the store near the intersection of Armstrong and Cline Streets in Lake Charles. Authorities say 52-year-old Terry Wayne Howard of Lake Charles drove up beside the female victim and offered her a ride to the store.

Once the woman was in the automobile, Howard reportedly drove to the end of Goodman Road in Lake Charles and raped her at knife point and stole money from her pocket.

The woman was able to escape from the car and call 911 from her cell phone. Howard reportedly tried to pursue the woman in his car, but she was able to hide in a nearby wooded area until deputies arrived.

From the information gathered in the investigation, deputies were able to identify Howard as the suspect. Howard's prior record includes a conviction in 1980 of aggravated burglary and attempted aggravated rape. He served 28 years for those crimes, and was released from jail in 2008. He was then arrested later that year on obscenity charges.

Howard is a registered sex offender who was arrested earlier this week on failure to register charges because he moved and did not notify the Sheriff's Office.

On Thursday, Howard was arrested and charged with aggravated rape, armed robbery and kidnapping. His bond was set at $550,000.
